About this challenge

The capital city of Hanoi is entering a new phase of development with the goal of building a capital that is “Cultured – Civilized – Modern.” To realize its long-term vision and objectives for the 2026–2030 period, the City has issued a List of Major Challenges as a strategic orientation tool for development.

Main Objectives of the Program

The program aims to achieve the following strategic goals:

🔹 Promote comprehensive digital transformation: Accelerate the adoption of digital technologies across all sectors, from public administration to socio-economic industries, towards a robust digital economy and digital society.

🔹 Address practical challenges: Focus on urgent issues facing the city in areas such as the economy, infrastructure, environment, social welfare, and culture through innovative solutions.

🔹 Build the “Make in Hanoi” ecosystem: Encourage and support domestic startups and technology enterprises to develop products and services branded in Hanoi with international competitiveness.

🔹 Sustainable development: Move towards Net Zero targets, green economy, and circular economy, while improving the quality of public services and citizen experience.

Key Challenge Groups

The program includes 30 detailed challenges, categorized into 4 main groups reflecting the city’s development priorities:

🔹 Group I: Digital Economy and Smart Governance

This group focuses on applying technology to optimize economic management, promote growth, and build a knowledge-based economy.

Challenges include developing smart economic governance models, data architecture and digital infrastructure for the sharing economy, as well as building a sustainable and self-reliant “Make in Hanoi” ecosystem.

🔹 Group II: Infrastructure, Logistics, and Industry

This group aims to modernize urban infrastructure, optimize supply chains, and develop high-tech industries.

Key areas include smart logistics systems, inter-regional transit hubs, reshaping industrialization towards high-tech and smart manufacturing, and developing high-tech agriculture linked with eco-tourism.

🔹 Group III: Services, Tourism, and Culture

This group focuses on enhancing the experiences of residents and visitors through digital transformation in services, tourism, and culture.

Challenges include digital transformation of heritage and development of cultural industries (Thang Long – Hanoi), smart tourism and technology-driven night-time economy (Metaverse, AR/VR), and positioning Hanoi as an international hub for high-quality finance and services.

🔹 Group IV: Security, Social Welfare, and Sustainable Development

The final group focuses on ensuring security, social welfare, and promoting sustainable development.

Challenges include building “data fortress” systems and smart security, multi-layered social welfare architecture based on big data, developing internationally standardized education and healthcare based on digital technologies, and promoting green economy, circular economy, and responses to population aging.

The City will prioritize resource allocation while encouraging participation from the private sector and society to implement related tasks and projects.

The Department of Science and Technology serves as the focal agency to monitor, update, and guide the implementation of the List, ensuring effectiveness and synchronization.
