1. Technology overview
DCS Group is a Singapore payments business whose roots go back to 1973, when it launched Singapore's first Diners Club card programme. Today it covers regulated card issuing through DCS Card Centre, merchant acquiring, stablecoin acceptance through DCSPay and payment orchestration, and is licensed for issuing and acquiring with Visa, Mastercard and UnionPay.
DCS DeCard is a cards and payments infrastructure platform that lets fintechs, wallets and platforms launch cards that spend stablecoins at ordinary merchants. It offers end-to-end Cards-as-a-Service covering issuing, programme management and operations, as co-branded or fully white-label programmes. Three models are documented: DeCard-managed, where DCS holds balances and authorises transactions; partner-managed, where the partner sets limits and makes real-time authorisation decisions; and corporate cards for business customers. Partners integrate through APIs, webhooks or hosted components, test in a sandbox and then go live with access to more than 175 million merchants.

3. Potential application
A regional fintech or wallet serving Vietnamese users abroad can launch a co-branded card funded with stablecoins. A Southeast Asian platform can issue corporate cards to business customers for travel and supplier spending. A licensed digital-asset service provider in Vietnam's pilot regime could evaluate a white-label card programme for institutional clients.
4. Benefits
Fintechs and wallets can launch card programmes without obtaining their own issuing licences or building card processing. Stablecoin balances are converted for spending at regular merchants, giving digital-asset users a practical payment channel. Partners can choose how much control they take over limits and authorisation, and Standard Chartered provides virtual accounts, settlement and FX support behind the programme.
5. Market trends & opportunities
Stablecoin-linked cards are becoming a common way to bring digital dollars into everyday spending, and banks such as Standard Chartered are now supporting them. Singapore's licensing regime makes it a hub for such programmes in Southeast Asia, while QR network links extend their reach to merchants across the region.
6. Other information
DCS Group traces its history to 1973 and Singapore's first Diners Club card programme. DCS Card Centre is the regulated card issuer and holds the CSA Cyber Trust Mark. Standard Chartered became principal banking partner for DeCard in November 2025, and DCS partnered with Korea's GLN International in February 2026 on QR payments in Southeast Asia.
